[LSC-PREP] Oculus Schedule First Draft

We were number 56 to submit.  The step one is generally a formality to get an idea of how many step-2 proposals they need to review.  For a typical ROSES call, they also make sure your proposal is in scope (i.e. is the proposal better for Solar System Workings, Lunar Data Analysis, or another proposal call?).  Since this is a very unique call without a lot of overlap with other programs, I would assume that most were encouraged to proceed.
